SP (SL/ST) Policy Changes

1. The SP (SL/ST) template and plan settings are updated to conform to OPM Memorandum “New Senior Professional Performance Appraisal System and Plan.”
2. Historical plans are unaffected by the new policy. All plans created after Release 51 will automatically adopt the new SP (SL/ST) settings.
3. The following settings are updated:
   • Critical Element name, element text, and formatting.
   • Standard text.
   • Summary Performance level names.
   • Critical Element 5 now requires at least three Performance Requirements.
   • The old “SL/ST” convention is updated to “SP”.
   • The old “SPRP” convention is updated to “PRB”.
   • Minimum and maximum Critical Element weights.
   • Approving Officials now rate at the Critical Element level (rather than at the summary level).
   • Supervisory Status field is removed (all SP (SL/ST) employees are now assumed to be Non-supervisory).
   • Critical Element 5 is now required for all plans.
   • Four documented Progress Reviews are now required.
   • A new feature that allows the bypass of individual Progress Reviews.
   • Other minor UI changes to match the new policy.

SES Policy Changes

1. SES template and plan settings are updated to conform to OPM Memorandum “New Senior Executive Service Performance Appraisal System and Performance Plan, and Guidance on Next Steps for Agencies to Implement Restoring Accountability for Career Senior Executives.”
2. Historical plans and templates are unaffected by the new policy. All templates created after Release 51, along with plans created from those templates will automatically adopt the new SES settings.
3. The following settings are updated:
   • Critical Element name and element text.
   • Standard text.
   • Summary Performance level names.
   • Critical Element 5 now requires at least three Performance Requirements.
   • Minimum and maximum Critical Element weights.
   • Four documented Progress Reviews are now required.
   • Other minor UI changes to match the new policy.

1. A new Update Organizations feature added to the Import page.
2. Minor backend updates to further increase API performance and security.

Reports

1. A link to Power BI added to the Reports page.
2. Ongoing work to establish Power BI.
