The process in which a Rating Official evaluates an employee’s performance against the established elements and standards in their performance plan at the end of the appraisal period. In rating a plan in USA Performance, it will include applying the rating and writing a narrative to support the rating.
From the Dashboard page, click Rate and Sign [Year] Plans.
- The Performance Plans page will open filtered to show employee plans available to rate.
Click the appropriate employee’s name to navigate to the plan.
- The plan will open.
Performance Element Rating
- Scroll to Part 7. Performance Elements or click Performance Elements in the navigation bar.
The Performance Element Name will be displayed along with the corresponding standards and rating levels. Please select the checkbox to assign a rating to the applicable Performance Element [Name] at the designated Rating Level.
- Repeat and rate each performance element on the performance plan.
Click Save once completed.
Summary Rating
Scroll to Part 3. Rating or click Rating from the navigation bar.
- The Summary Rating Levels will appear.
Weighted or Mean
If the selected template utilizes a Weighted or Mean derivation formula, the performance element ratings will be automatically calculated and grayed out.
Narrative
If the selected template utilizes a Narrative derivation formula, then you will need to select the checkbox to assign a rating.
Derivation Formula and Calculation of Annual Summary Rating
- Scroll to Part 4. Derivation Formula and Calculation of Annual Summary Rating to verify the correct rating levels and values have been applied.
Sign the Plan for the Rating Phase
11. Click Rating Signatures or scroll to Part 5. Rating Signatures.
12. You will be asked to confirm your action. If agency policy allows for optional narratives, the confirmation will list any optional narratives not yet completed for your review. Click No to return to the optional narratives or click Yes. The reviewing official will receive a notification to review and sign the plan.
