Users will need to register their Personal Identity Verification (PIV) card, also known as smart card for system access. Users must be logged into their agency network or VPN to gain access and can use Microsoft Edge or Google Chrome browsers for access.

Navigate to https://usaperformance.opm.gov in Microsoft Edge or Google Chrome. A banner will appear if an unsupported browser (Firefox, Safari, and Microsoft Internet Explorer) is utilized. Click Sign in with smart card.

The browser will present certificates for selection. Click More Choices if all certificates are not displayed. Select the Authentication certificate when prompted and proceed to step four. Click Certificate Properties or Certificate Information to determine the authentication certificate.

On the General tab of certificate properties, you will see a long string of numbers. The authentication certificate will end in .8, .12 or .13. If you have selected the signature certificate ending in .7, return to the certificate selection page to choose an alternate certificate. If you do not see this information on the General tab, click the Details tab and scroll to view the Enhanced Key Usage. This should say Client Authentication and not Digital Signature. Correct examples are below.

Once the correct certificate is selected you will be prompted to enter your PIN. This is specific to your smart card and not USA Performance specific. If you have previously registered your smart card, you will be directed to the USA Performance Dashboard page. To continue with the registration process, proceed to the next step.

Enter your USA Performance email address to verify your identity. Click Submit.

An email containing a one-time password (OTP) code will be sent to your email inbox. Enter that code in the OTP Code box. Click Verify Code.

USA Performance will confirm your smart card has been associated with your USA Performance account. Click Return to Login to complete registration and login with your smart card.
