Once a panel exists, you need to assign employees to it. You do this from Admin → Assign Calibration Panels. Assignments are limited to employees within the panel organization's structure and your own administrative scope. Employees on the ZZ Pay Plan cannot be assigned.
Assign Employees to a Panel
- Navigate to Admin → Assign Calibration Panels. Select the panel you want to manage from the panel dropdown.
- Use the Show filter to narrow the employee list. Your options are: Employees without Calibration Panel, Employees with Calibration Panel, Employees exempt from Calibration Panels, Awaiting reassignment, or All Employees. Awaiting reassignment locates submitted plans that have no active panel assignment — use it to find and recover stuck plans. Clear the panel selector to search your full authorized organization scope.

Recovering plans awaiting reassignment: Reassign the employee to resume the same saved cycle with existing ratings, notes, and readiness. Exempt the employee when Calibration is no longer required — this ends the active review. Do not edit review state directly. If an employee is ineligible or inactive, contact the Help Desk. |
- Select the employees you want to assign. A few things to know about how selections work here:
- Select All only selects employees on the page currently displayed — not all pages.
- If you page through results or search, your previous selections are kept and accumulate. You can build a selection across multiple pages and searches before acting.
- Unselect All clears all selections you have accumulated.
- Changing the panel or the Show filter clears your current selections.
- Once you have selected the employees you want, choose your action:
- Assign Calibration Panel — assigns the selected employees to the chosen panel. If any selected employee was previously exempt, this also clears their exemption.
- Exempt Selected Employees — marks the selected employees as exempt from calibration. This removes any existing panel assignment.

Change One Employee's Assignment
To change a single employee's panel assignment or exemption without using the bulk page, open their profile and go to the Performance Plans tab. From there you can assign them to a panel or mark them as exempt. To remove them from a panel without marking them as exempt, select – None – and leave the exemption option unchecked.

New GWE Employee Profiles
When a new GWE employee profile is created, the Calibration Panel field defaults to None. The system does not automatically assign the employee to a panel during profile creation. Assignment must be done explicitly through Admin → Assign Calibration Panels or through the employee's User Profile → Performance Plans tab.
What Happens in Each Assignment Scenario
The following rules apply when an employee's panel assignment changes during or after the calibration process.
Reassigned to another panel
If an employee moves directly from one calibration panel to another, any saved panel ratings and Calibration Notes remain with the employee's plan and are available to the new panel. The new panel can continue work from where the previous panel left off.
Unassigned without an exemption
If an employee is removed from a panel but is not marked exempt, the plan remains in the calibration phase. The Rating Official still sees the plan in that phase, but no panel can access it. No one can take further action on the plan until the employee is assigned to a panel or marked exempt.
Marked exempt, then assigned again
If an employee is assigned to a panel, marked exempt, and later assigned to a panel again, ratings and notes saved during the earlier panel assignment do not carry over. The Rating Official must select Submit for Calibration again before the new panel can act on the plan.
Marked exempt after the panel has released a finalized rating
If the panel has finalized and released a rating back to the Rating Official for signature, marking the employee exempt afterward does not affect the current plan:
- The finalized panel rating and Calibration Notes remain on the plan.
- The rating phase stays locked — it does not reopen for editing.
- The plan remains with the Rating Official for signature. The Rating Official does not need to resubmit.

The exemption applies only to future calibration submissions for that employee.
If the employee is transferred to another panel after release, the released ratings and original panel history are retained. The receiving panel cannot reopen or change the released calibration decision.

Planning and Progress Review signature removal is blocked from submission onward Planning and Progress Review signatures cannot be removed from the point of submission onward. This applies to Rating Officials, Reviewing Officials, and administrators — including administrators who are panel Members or Chairs. Entering the Rating phase alone does not trigger this restriction. |
Correcting a Plan Before Final Ratings Are Released
If a correction is needed before the panel releases the final ratings, follow this sequence:
- Have an authorized administrator mark the employee Exempt. This ends the active review and clears draft ratings and readiness while retaining history.
- Remove the necessary signatures through the existing plan controls, then complete the corrections.
- Reassign the employee to the appropriate panel before the Rating Official signs the rating. Assignment clears the exemption and requires the plan to go through calibration again.
- The Rating Official completes the preliminary ratings and selects Submit Preliminary Rating for Calibration again.
After release, panel membership alone no longer grants access to the plan or Calibration Notes. The Rating Official can read Calibration Notes and acknowledge and sign, but signature removal is not available after release.

Do not use exemption or removal to recall a plan There is no way to undo a calibration submission. Removing or exempting an employee during an active review does not return the plan to ordinary Rating Official editing — it may leave the Rating Official locked while the plan disappears from the panel list. Contact the Help Desk before making assignment changes during an active review. |
