Before following these steps, confirm you have completed the checklist in the Rating Official Overview article.

There is No Rating Official Recall Once you confirm submission, ratings and narratives are locked and your signature cannot be withdrawn. Make sure all supporting evidence and narrative notes are completed before confirming. After release, there is no undo. Contact the Help Desk if a correction is needed. |
Before You Submit
Sign in as the primary or secondary Rating Official. Enter ratings and narratives on an active, unsigned Rating-phase plan. The employee must be assigned to a panel, not exempt, and not on the ZZ Pay Plan. A separately saved summary is not required for the button to appear, but incomplete or invalid ratings will prevent successful submission. Proxy submission is not available.
Steps to Submit
- Open the employee's performance plan. Navigate through Performance Plans or View My Employees' Active Plans.
- In the Rating section, select Submit for Calibration.
-
Read the Submit Preliminary Rating for Calibration confirmation. It explains the rating and narrative lock, the signature restriction, and the Dashboard task that will appear after the panel releases the plan — Acknowledge Final Rating and Sign {Year} Plans as Rating Official.
Submit Preliminary Rating for Calibration window with the warning that the action cannot be undone. - Select Yes, Submit for Calibration to save current entries, validate the Rating phase, and submit. If validation fails, correct the errors and try again — no review is submitted, though draft entries may already be saved. Select No, Cancel to close the confirmation without saving or submitting.
What Happens Immediately After Submission
- The plan leaves your Rate and Sign {Year} Plans task list.
- Ratings and narratives are locked — no further edits are possible.
- Planning and Progress Review signatures cannot be removed after submission, including by administrators who also serve on the panel. Entering the Rating phase alone does not impose that lock.
- The plan's Pending Action moves to Finalize Calibration in the panel's list.
- The primary Rating Official can still view (not edit) the plan through Performance Plans or View My Employees' Active Plans.
- A secondary-only Rating Official may need another authorized plan link to view the plan during this period.

You cannot see Calibration Notes yet Neither primary nor secondary Rating Officials can see Calibration Notes while the panel is working, even if you also belong to the panel as a Member or Chair. Notes become readable after the plan is released. |
After the Panel Releases the Plan
See After the Panel Releases the Plan for the full signing steps. Your Dashboard task will appear as Acknowledge Final Rating and Sign {Year} Plans as Rating Official.
