As a Rating Official, you have two jobs in the calibration process: submit the employee's plan to the panel before it is signed, and sign it after the panel releases it. This article explains how the process works and what you must confirm before submitting.
Your Role at a Glance

| Submit | Select Submit Preliminary Rating for Calibration. Confirming the warning saves your current entries, validates the Rating phase, and sends your preliminary ratings to the panel for review. If validation fails, correct the errors and try again — no review is created. Once submitted, ratings and narratives are locked and your signature cannot be withdrawn. |
| While panel reviews | No action required. You cannot edit the plan or see Calibration Notes during this period. |
| After release | Open Acknowledge Final Rating and Sign {Year} Plans as Rating Official, read the Calibration Notes, and sign. |
There is no Rating Official recall
Once you select Yes, Submit Preliminary Rating for Calibration,
you cannot take
back the submission. Ratings and narratives are locked. After release,
there is no undo. Contact the Help Desk if a correction is needed.
Before You Submit: Interactive Checklist
All of the following must be true before Submit Preliminary Rating for Calibration will appear on the plan. Work through the list before opening the employee's plan.

active templated plan with a Rating phase.

The ratings are complete and valid — the
button can appear before a summary is saved, but incomplete
or invalid ratings cannot be submitted.

You have not yet signed the Rating phase.
✓
All ratings and narratives are complete and saved,
and all supporting evidence and narrative notes are completed
— you cannot edit them after submission.
If Submit Preliminary Rating for Calibration is missing
Go through each checklist item above. The most common causes are: the
employee is not assigned to a panel, no summary rating has been entered,
or the Rating Official has already signed. See
