You need Admin Permissions for the organizations you manage to complete the tasks in this article. An administrator with existing permission to view or manage a plan retains that access during calibration even without panel membership. Admin viewing does not grant Chair rating or release actions, does not grant signature-removal rights, and does not provide access to the Calibration Plans page. A Calibration Panel is the group of Members and Chairs who review submitted performance plans. You create and manage panels from Admin → Manage Calibration Panels.

Before you start Make sure the people you want to add to the panel already have the Calibration Member role assigned. See: Assign the Calibration Member Role. |
Create a New Panel
- Navigate to Admin → Manage Calibration Panels and select Create Calibration Panel. To edit an existing panel, select the panel name from the list instead.
- Enter a Panel Name. The name must be unique within the top-level agency. If the name is already in use by any panel in that agency, the system will block creation and display a validation error. Then select the Organization the panel belongs to.

Changing the organization field If you change the organization after you have started adding members, staged member selections will be cleared. The system will ask you to confirm before this happens. |
- Search for panel members using the Available Calibration Members search. You can search by name or email. For each person, select either Add Member to Panel (review and notes access only) or Add Member to Panel as Chair (adds rating, ready-to-release, and release actions). You must include at least one Chair — the panel cannot function without one.
- When your panel is configured, select Submit Changes to save.
Chair Requirement
At least one person must be designated as Chair when you save. If you attempt to save without a Chair, an error message will display.

Removing the last Chair If you need to remove the last remaining Chair, designate an active replacement Chair first. A panel without any Chair cannot complete the calibration workflow. |
Edit an Existing Panel
Select the panel name from the Manage Calibration Panels list to reopen the edit form. You can update the name, organization, and membership. Use the Chair control next to a member to change their role between Member and Chair, or select Remove to remove them from the panel entirely.
New GWE Employee Profiles: Calibration Panel Default
When a new GWE employee profile is created, the Calibration Panel field defaults to None. The system does not automatically assign the employee to a panel during profile creation. Assignment must be done explicitly through Admin → Assign Calibration Panels or through the employee's User Profile → Performance Plans tab.
