As a Panel Chair, you have all Member review capabilities plus the ability to save proposed ratings and release plans. This article covers the review and save steps. For marking ready and releasing, see Part 2 Panel Chair: Mark Ready for Release and Release Plans.

Conflicts prevent Chair actions You cannot change ratings or release a plan if you are the employee whose plan is being reviewed, or if you are a primary or secondary Rating Official for that plan. A Reviewing Official role alone does not prevent Chair actions. Another eligible Chair must handle any conflicted plan. |
How to Review and Save a Rating

Sign in and open the Dashboard task for your panel and appraisal year. Select it to open the Calibration Plans list.
- Find a plan marked Finalize Calibration or Ready for Release
- Select Change plan. If you have a conflict with this plan, you will see View plan instead. Another eligible Chair must handle that plan.
- Review the ratings and narratives. Change permitted rating fields if needed. You cannot edit the Rating Official's narratives.

Select Save from the top navigation button. Your saved ratings remain separate from the official rating until the plan is released.

Important: Save even if you agree with the preliminary rating Without a save, the Calibration Panel Rating column stays blank. If the plan is released without a saved draft, the original Rating Official rating becomes the official rating. Save even an unchanged rating if you want it reflected as the panel's confirmed rating. |

If another Chair has already changed the plan If another Chair modified the plan after you last opened it, you must reopen it before saving again. The system will alert you if this occurs. |
Notes as a Chair
Calibration Note access follows the same rules as for Members:
- If you are a primary or secondary Rating or Reviewing Official for a plan, you cannot read or add Calibration Notes on that plan before release — even while serving as Chair.
- After release, your official relationship provides read-only Calibration Note access.
- You cannot read or add Calibration Notes on your own plan.
General Notes are separate and follow normal permissions: you may add General Notes and edit your own, but not another author's.
Assignment Changes During Review
If an employee's assignment changes while you are reviewing their plan:
- Direct transfer to another panel: saved ratings, Calibration Notes, and readiness carry to the receiving panel. No new Rating Official submission is needed.
- Plain unassignment: removes panel access while the review remains Submitted and the Rating Official remains locked. Saved work is retained. Reassignment resumes the same cycle.
- Exemption: ends the active review. If the employee is reassigned later, the Rating Official must submit again — previous-cycle Calibration Notes and drafts do not return as active work.
Admin assigned to a Chair Role
- Being a Chair does not bypass Planning or Progress Review signature locks after submission to a Panel.
- An Administrator with plan-management permission may use a status-only recovery route before Calibration Panel release — inactive work leaves the panel list, while its assignment and review remain.
- Status-only Save and Print does not save your draft ratings as a Chair.
- Ordinary editable-plan printing still saves before printing.
